Purchacing License

I'm trying to purchase a license, form the website, but get a popup telling me 18388-1 wanting to download a file. Not sure what this is. May be an issue with our anti-virus software, firewall rule, etc., but either way I'm looking for a way to get past this and buy the license. Any help is appreciated.

User needs not to install any software or component when he/she orders the license, may be there is something problem in your system.
