I had the same issue with the CLOUD interface. I ran regcloud.bat, but it couldn't find regasm.exe, so I edited the batch script to run the line in regcloud.bat for every version of the .net framework I have on my PC. That didn't fix the problem either. It registered correctly in v2.0.50727 and v4.0...
